The TBRA program is funded by the State of Washington’s Community, Trade, and Economic Development Department. It is designed to provide tenant based rental assistance to families with children and special needs populations. The HAJC is in partnership with the following agencies:
1. Olympic Community Action Programs (OlyCAP)
2. Jefferson Public Health
3. Jefferson County Domestic Violence
4. Jefferson County Mental Health
These partners provide ongoing case management, referrals, and self sufficency workshops for participating households.
Income eligibility is 50% of HUD’s median household income for Jefferson County. The client targeted groups are:
- Households that are currently homeless.
- Special needs populations, including but not limited to people with mental illness or developmental disabilities, people recovering from alcohol or substance abuse, and people with AIDS.

Applications must be received, and completed, with a Case Manager from one of the four agencies (above).
